Russia never had a tradition of democracy. It always (from its beginnings to the present day) had autocratic, all-powerful rulers. They don't have to deal - like the US President - with a critical Congress that decides on budgets, nor do they have to deal with law courts that may overturn their decisions. So they were and are all-important because they influence lawmaking, jurisdiction and are in full charge of all executive tasks - and in charge of the Army.
