Foreign troops would be more reliable in the case of French civil disturbances. They were, in a sense, objective, and less likely to be sympathetic to the "common cause." French troops, like the Gardes Francaises were more likely to be favourably disposed to the cause, and in the initial stages of the chaos preceding the fall of the Bastille, were confined to their barracks. This did nothing but provoke, and the citizens of Paris acquired their own trained military contingent.
