The Conference Committee has the responsibility of working out the differences between legislation passed in both houses. Both houses refers to the United States House of Representatives, and the United States Senate.

Ordnances are passed by a local municipality and only have effect within the borders of that municipality. A law is passed by the state legislature and has effect throughout the entires state regardless of political borders.

A "Bill" is introduced into both houses of Congress and debated in both the House and the Senate. When agreement between both houses is called for, a "Conference Committee" is convened to iron out any differences between the two versions. The final version is voted upon and, if passed, sent to the President. If the President is in agreement with the Bill he signs it and it becomes "Law."
One example of a law passed in the American colonies in the 1600s was the Navigation Acts, which restricted trade with countries other than England. This law aimed to ensure the colonies were economically beneficial to England by regulating their commerce.
