Lepers, or those infected with leprosy, were outcasts partly out of fear and partly out of necessity. Although rare, leprosy can be spread from person to person. Isolating lepers would thus prevent the vulnerable members of a population (as much as 5 percent) from contracting it.

The fear element comes from both the physical appearance of lepers, and the fear of contracting leprosy.
