The first were the religous refugees: The Jews, Romany, Homosexuals were all persecuted durring the war and many fled their homes to avoid this.
All wars of the Modern Mechanical era have produced Refugees due to the way every thing in the battle area gets killed or ruined.
The Russians made sure there were no people or crops and such to suport the invaders by conducting a scortched earth policy. This created many many thousabnd refugees.
People flee from persecution and natural disasters. This is not the same as simply migrating for better prospects.
