When leading the anti-Persian Delian League against the Persians, the Athenians offered the 180 city-states the option of either providing warships, or providing money to pay for Athenian warships. Athens had good fortune in that that all but three of the cities opted to pay as the easy way out. With its great fleet paid for by the other cities, Athens was able to use this fleet to collect the annual payments by force, and after the Persians came to peace terms, Athens was able to continue collecting the money and spending it on itself, maintaining 100 warships to continue enforcing the collection, and spending the money on glorification of the city, cultural events, and putting half its people on the public payroll.
