According to the Illiad, the Trojan war began when Paris of Troy took Helen, the wife of Menelaus the King of Sparta. Paris and Helen went to Troy. Menelaus, the husband of Helen sent armies to help him attack Troy to get Helen back.As well, Troy was an important city for trade, and the Greeks were looking for any excuse to go to war with it to gain wealth and control.
When Menelaus and Helen married, every other man had to swear an oath saying they would not bother the relationship (as Helen was the most beautiful women in the world). However, when visiting Sparta, Helen was kidnapped and brought to Troy. So, Menelaus rallied the Greeks and set out for Troy. In a sense, Menelaus made the decision to go to war with Troy.
The kidnapping of Helen of Sparta by Paris, Prince of Troy, gave all the Greek States an excuse to unite and go to war against Sparta.

Eris devised the golden apple contest that triggered the Trojan War in mythology. Eris had a golden apple that she says can only go to the most beautiful goddess. So Athena, Hera, and Aphrodite asked Paris to judge their beauty to see who wins the apple. Basically, Paris gave the apple to Aphrodite because she promised him that Helen, the most beautiful woman in the world, will be his wife if he chose her. Aphrodite helped Paris to steal Helen away from her husband which caused the Greeks to start the Trojan War.
