The Japanese had easy access to bomb Pearl Harbor because the Commander of the Fleet fell down on his job. He failed to practice Military Readiness. The aircraft carriers were also not in harbor so there was not enough plane coverage to fight the Japanese planes. The Commander of the Fleet was removed from his position. and also because america helped Japan.
