In northern climates, covered bridges do not need to have snow and ice removed. Any extra weight would require more engineered strength. Most North American covered bridges are/were wooden, so a continually dry bridge would mean no rot to contend with, so much less maintenance over the life of such a structure.

Basically, the reason for the covering over the bridge is to protect the bridge's truss design from the weather.
