They were the security police. But also the Brownshirts(or the SA) were used to bully other political opponents so the Nazi Party could come to power. They were brutal and would use force and beatings to scare people, especially the Jewish population.

Both before and during World War II, German citizens, but especially German Jews, were scared of the 'Brown-shirts' and also of the 'Gestapo' because both of these forces were focused on bringing everyone into line with Nazi policies. For the Jews, in particular, these groups were to be feared because they were more and more violent in their treatment of Jewish persons.

They had the power of arrest, interrogation, and incarceration. They were declared a criminal organization at Nuremberg trials.
