In my opinion, I think there were several reasons, but I am sure a theologian can give you specifics. I know that the number seven itself has a great deal of importance and symbolism in The Bible, but I do not know if it has any significance in this instance.

#1 there were seven lessons that were to be learned and those churches were chosen as perhaps being the most fitting to each lesson. For instance, the church in Sardis had the most problems with people being lukewarm so it was chosen to represent this lesson and so forth.

#2 the churches were merely vessels used to spread the word. they represented an area or a type of people, and not necessarily a single congregation.

Again, these are my opinions, not necessarily fact.
