This could be described either as a form of superstitious fear, or as collective insanity. People tell stories about other people who supposedly make deals with the devil and cast evil spells, and then they believe their own stories and accuse their neighbors of being witches. In a more general sense, when people do not know the actual cause of problems that they are having, they will often invent fictitious causes. If you do not know that germs cause disease, you may think that evil spells are the cause of disease. Then you have to find out who is casting those spells, and kill them.
