If there is any real physical help in opening the mouth, it would be to pull the skin taught under the eye. With the skin pulled tight, she is less likely to accidentally get mascara on the skin, since that would make a mess and she would then have to wash it off and start over.
But one must wonder, is this small effect really enough to make any difference? Perhaps, perhaps not.

Some people would argue that the slack jaw is a completely mental thing, to help the woman concentrate on the application, much as someone might stick there tongue out of there mouth to concentrate more on a video game. It doesn't really help physically, but mentally it might actually make a difference if it helps them to concentrate.
I never do - honestly.
But when you try to look at yourself in a mirror leaning forward close enough to see as close as possible (almost touching the mirror with your nose), you can check yourself that your lower jaw will tend to go down :-)

I'd say that when you open your mouth, your face muscles get less tense (they relax more), and that allows mascara (or makeup in general) to be applied more easily.
I believe that you meant to ask "Why do women keep their mouth open while they are doing their makeup There are no real reasons for why we do this except perhaps the concentration factor. Remember when everyone used to mimic Michael Jordan and his famous open mouthed leap. (I believe he also hung his tongue out.) It is more than likely an unconscious face that we happen to all make while concentrating, but it also happens to make mascara application a little easier. When your mouth is open and your eyes are wide open, you can tilt your head back to put mascara on your top lashes without getting it on your eyelids. Then reverse and tilt your head down to do the bottom lashes.
It pulls the skin of the face down and away from the eye. That helps open up the eye area and reduces glare coming off the cheek bones.

Girls do not need mascara, but they may choose to wear it to darken the color of their eyelashes. This makes their eyes look more open and awake.
