There could be a lot of reasons. The intake could be blocked. The pump might be mechanically disconnected from the engine. The impeller could be blocked or damaged. The wear ring could be damaged.
This is usually a pretty easy thing to troubleshoot. First, check if the impeller is spinning. If not, look at the driveline and see where it's separated. If the impeller is spinning, inspect the intake, wear ring, and impeller with a flashlight. You will probably see the problem pretty easily.
