Blue whales have been hunted for a long time, and since their gestation period is about a year and it takes quiet a while for them to reach sexual maturity, it would take a a long time for their population to replenish itself.
Extinct means all gone, no one left alive. And xince we still have whales, thay aren't extinct. But they are threatened, not many left. A bit more hunting, maybe some disease, could easily kill off all that are left.
