it dosent because its a info bar ,p.s. one little mistake you make on that info bar and you could have messed up your computer

Windows XP does not have 'proper' dos, but it does have a command prompt which is a lot like dos. You can access a DOS-like command prompt before booting Windows XP by first restarting your computer and before the Windows XP loading screen appears, repeatedly hit the 'F8' key on your keyboard. This will give you boot up options. One of them will be 'Safe Mode with Command Prompt'. This is the same command prompt that would appear if you hit [Windows]+[R] key in Windows and typed 'cmd' and then hit enter.

It depends. If you are using a Windows Command Prompt, the command is "cls". If you are using a Mac or Unix distribution, the command is usually "clear". Other than that, I would restate the question, specifying the OS and hardware you are using.
CLS means CLear Screen. it is a command used in command prompt
The command CLS clears the screen and resets the location of the command prompt to the top of the screen. This is similar to the Unix command clear.
Apparently Command Prompt is lying. I also have Command Promt on Windows XP and it thinks I have Windows NT. This is most likely a compatibility thingie.

In a windows command prompt the command is "cls" (no quotes) and in Linux and Mac OS X terminal the command in "clear" (again no quotes) though you will notice that in the Terminal program (under X windows or Mac OS X) the clear command doesn't do anything except make space and scroll down so you can't see what has been done recently but that history is still available by scrolling up...
