Make sure you have the main cruise control button depressed. You will then see a display light indiciating "Cruise Control". After that, just use the normal buttons to set, accelerate, and coast.
BEWARE, though. The cruise control button for our 2004 Accord stopped letting me keep it in the depressed position, and I can't keep my cruise control on now.

However your speedometer wont work either, your cruise control wont work, and your cars check engine light will illuminate. However be it known that in some states and jurisdictions It is illegal to disable the odometer. It is called fraud.
I read where if a brake light is out it wont work, other than that I really dont know.
There are a number of reasons why your cruise wont work on a 1999 Ford Pu. Your wiring could be fried.
Usually the horn and cruise control go together because of the clock spring. It needs to be replaced and there is a recall for it.
Replace the cruise control switch (the one with the orange light in it) The switch is a push on push off. If the little plastic gear inside the switch breaks off the switch will work like a door bell switch and will not latch on.
