it might be a compatibility issue. check if the app works with your version of i touch.

It does have apps but they would only work with wifi connection. you wont have that in a car unless you have a wireless hotspot.

some jailbreaks will make you restore it but most wont so if it is backed up you will be ok
It just doesn't recognize the touch you made to it. Let the iPod Touch sit for a few seconds, and then try a touch again. Try different kinds of touches until it will react.
