Some of the things you can check; check that the connector is tight at the brake pressure switch located in back of master cylinder on expedition's. Also make sure the accelerator linkage is mounted properly at throttle body and works ok when throttle is open. Check that you have no voltage at the servo motor. with brake light switch depressed, check for voltage. When you step on the brake, a voltage single is sent to the servo motor deactivating motor. Check the speed sensor at the transmission is operating correctly. Remove the connector at the sensor voltage with key on , should be 5 volts. if not check harness connection and spin sensor gear by b hand ,you should get o to 0.5 volts.

Did you get the a RECALL notice ? Regarding the cruise control ... Ford put out a RECALL on the cruise control last year... I just had mines done on my 98 Ford Expedition XLT last week.

you can pull the two wire connector on the front of the master cylinder. this will dsable the cruise control. there is also a recall (fire hazard) on that connector as well.
