They are new links . this is a recent problem. I have to manually maximize and it is annoying and time consuming.
If you mean full screen, F11 makes IE full screen. Otherwise you can right click the link and choose "Open in New Window" If you want to change your default to open links in new windows you can go to Tools... Internet Options.... Tabs Settings... Choose open links in new window
If you are talking about the Menu, you can press X, or the menu is available on the touch screen already. If you are talking about windows in the buildings, you cannot open them. If you are talking about Windows for computers, Windows cannot run on any DS.
Open your window in the minimized position. Now put your cursor over the top edge of your window until it turns into a double-headed arrow, grab and pull up. Next grab the bottom edge of the taskbar again and pull it down to fill the window. Then do the same things to the sides if necessary. Then, in the upper right of the window, click on the double boxes to make one maximized box even though the window already fills the screen.After that all windows should open to full view.

You have to do "full screen" in order to see it. It is below your little guy picture in the lower left side of the screen and says "mstuff." If the feet of your little guy are cut off then you wont' see it. Press F11 to get full screen mode. Press F11 again to get out of full screen mode.
