Been there,done that....I would suspect the combination switch there on the steering column. Repair manuals say to remove the steering wheel, but you dont have to remove it.Just unscrew and remove the tilt knob, the 3 screws holding the column covers,remove the covers, and then you can get to the screws holding on the switch. It is a part you can get a autozone(around $50) so dont go to the "stealership".

you have to bypass the headlight switch, but in most states it is illegal for both to be on and most of us inspectors check for that especially with a lot of aftermarket lights.

check the brake pedal, there is a switch on the back of the pedal that depressed when the brake is depressed that turns the lights on, when this is loose it keeps the lights on.
