That enchantment's strength, when you enchant an item, depends on your Enchant skill, it is not the same strength as when it was on the item you learned it from. So if you disenchant an item that boosts Smithing by 30, then all you learn is the 'Fortify Smithing' enchantment. When you yourself enchant an item with it, the boost will be different. It may be much lower than the original item it came from, it might even be higher if your Enchant skill is 100 and you are boosting it further using equipment and potions.
