You don't. Like most rear windows on four door vehicles this is the case. Since the rear doors conform to the rear wheel well, the window does not have room in the door to go down all the way.

I believe when you have the windows locked from the main control (Driverside) Only the driver can lower the windows. If you try to lower them from the other switches if shout NOT allow the windows to move up or down.

You have accidentally hit the "windows lock" button. This allows the driver's window to open but no others. Hit the "windows lock" button again and everything should work fine. The "windows lock" button on my 1991 Toyota Camry is to the right of my "doors lock" button.
Either there's a crank on the door which you turn to roll down the window, or there are buttons in the center console which actuate the power windows... if the doors have been taken off of the vehicle and the power windows aren't working afterwards, make sure they were plugged back in when the doors were reinstalled.
