The male or female dog has some kind of repel between them. Either they are not the right shape,(as in the female dog is too young to breed) or one of them has an infection and unable to breed. Or, i suppose it could be the male being picky, but that's not really usual.

∙ 10y agoThe male dog may simply not like the female or may be afraid of her. She may be an alpha, while he may be much lower in birth order, which could make him hesitant to approach her. He may be incapable of performing, due to illness or injury. He may be able to tell that she has a deformed vagina or other genital problem, and thus cannot mate successfully.
