The male or female dog has some kind of repel between them. Either they are not the right shape,(as in the female dog is too young to breed) or one of them has an infection and unable to breed. Or, i suppose it could be the male being picky, but that's not really usual.
Male dogs will notice a female at any stage in heat, however she will not let him mount her until she is ready to be bred. If she has let a male mount her she is at the stage in her heat where she can become pregnant.
The female always wants to be superior but the male dog wont let her becasue the male wants to be the PACK leader

The Male doesn't want to let go of the female because he has to hold on to her to do it.
He is probably trying to mount her and she is not ready to mate. The female will only mate at a certain time of her heat, when she is ready she will flag him and flirt with him to let him know she is ready and willing during this time will be the only time she will allow him to completely mount and she will stand for him.
She likely won't allow it. The father will not hurt the pups, so don't worry about that. (:

You can't make your dog mate. Your dog chooses who she/he wants to mate with. For example: My aunt tried to get her dog and my dog mate. It didn't work out because the dogs avoided eachother and didn't quite get along. My point is YOU CAN'T "MAKE" YOUR DOG MATE.
