WARNING! Although I have not tried Zwinktopia, I have strong reasons to believe this is spyware or a PUP (Potentially Unwanted Program). So, don't worry if it can't load up, you best be removing it (then again, spyware programs won't uninstall via Add/Remove Programs).
Firstly, Zwinktopia has a very similar name to Zwinky, which is known to be bundled with adware. Zwinktopia is probably developed by the same company who made Zwinky, which is either Focus Interactive or IAC Search and Media.
Secondly, download.com and Softpedia don't have this download and they scan every program for viruses and spyware.
Thirdly, if you search Zwinktopia on Google, and check most of the sites listed on SiteAdvisor, they will be rated yellow (although they should be red).

OK x out of zwinktopia but not the homepage go to tools click Internet options then click delete click delete all (if its check marks click all the boxes) if it was very very slow it will probably do it 4 times.
