They have to be turned off with the switch usually located to the left of the steering cloumn.
I know that the wheel bolt pattern changed when it was taken over by Diamler on the Grand Cherokee in 1999. I am not totaly sure they did it to the cherokees.
Good day I have taken the headlight assembly from a 2000 JGC Limited and put them in a 2000 JGC Laredo. The only difference is the color of the signal light lens. yes they are the same if it's the same model but to be on the saf side just go to auto zone and check
The parking lights may stay on because the headlights have not been turned off completely. If the car is parked, the key is out of the ignition, and the headlights are turned all the way off, the issue is in your electrical system. It will need to be taken to a mechanic to be tracked down and repaired.
It is a DIY job if no gas in systme.

Ran into this same problem on my 1991 Grand Prix. Could drive it for awhile till it got up to normal operating temp. After that it would die again and would not start until cooled off. Turns out it was ignition control module. This part can be taken off and taken to an auto parts store to be tested. Once replaced, no more problems.

The blender doors could be a possiblility. Jeep Grand Cherokees have a faulty blender door that breaks easily and doesn't distribute heat evenly, therefore, causing basically no heat. The cost can be very high, since the dash has to be taken apart. Approx. $800.00
