this is usually the brake light switch. look at your brake pedal. there is a switch connected to it. it doesn't cost much and is very easy to replace.
The brake lights won't turn off because the brake light switch on the pedestal of the brake pedal needs to be replaced.
Not sure how to while you're driving, but if your parked - press in on your e-brake, turn your car off, then turn it on and your lights won't be on. To turn them back on, simply release the brake.
