It may be you have a directional mic instead of an omnidirectional mic. A directional mic will only pick up the sound it is pointing at. BTW, microphones do not have a volume control to turn up, they have a gain control.
The volume comes from the microphone not the webcam. Unless the webcam has a built in microphone. But even then it's still registered as a microphone and all the volume settings and controls will be in your sound and volume options with the other recording and playback audio controls

Not all computers have a built-in microphone. If you have never used your microphone, then how do you know your computer is equipped with one? Also, the microphone is often muted by default even on computers that have one; check your volume control and make sure the "Mute" checkbox is not checked.
