Either it does have power, ground or is burnt out and need replacing. Check first to see if you are getting power at the fuse/relay, then the pump, then check the ground.
The fuel port injector are more than likely clogged. The second option is to make sure the fuel pump is working.

Either the fuel filter is clogged or the fuel pump is defective, even if it is a new pump.
Blown fuse, defective fuel pump relay or the fuel pump has failed.

Did you replace the fuel filter? If not do so. There may be air in the lines. Use starter fluid to get it started.
Does the fuel pump work? Check that. yes.
Could be the fuel pump or possibly the fuel pump or probably the fuel pump or maybe the fuel pump. That's where I would look first.

Fuel pump is bad!
Make sure you have voltage at the pump. If you do then the new pump is defective. If not, the fuse is blown or the fuel pump relay is bad. Where is relay?
