A bad relay switch will cause the windshield wipers to not turn off. Replace the relay switch and the windshield wipers should turn off.
i put a new windshield wiper moter in and the fuses are fine but my wipers still wont work

There are a few different reasons why your windshield wipers may not turn off. You may for example having an electrical issue within the car.
If your wipers aren't working then check the grounding screw under the hood if it becomes loose your wipers wont work.
it probably wont "damage" anything, however it will make the glass and wipers really oily, which wont help much in cleaning the winshield, if you poured itin by mistake, just drainit out and refill with proper solution, and wipe the blades with rubbing alchohol, (not really too good for wipers) and REALLY clean the paint right away.
Your wiper motor is broken. Inside the motor a wire is burned that the wipers bring back in off mode. Just replace the wiper motor.
