There is a possibility that it may be a DVD and the other device cannot play DVDs. There is also the fact that maybe it was not burned properly, and is burned as a file, and not to play when inserted into a disk drive.

Check the cd player for items which may have been shoved into the player. If this is not the case the laser may have burnt out, a wire could be loose, or something else may have broken.

There are several different types of recordable DVD, newer DVD players can generally play any type back but earlier ones could only play back one type of DVD. Even though CD's look similar to DVD's they are quite different.
If you are talking about CDs you have burnt or copied on a computer, it should play them. You may need to change the format to get the right ones. Most CD players will play WMV & MP3. If it's the stock CD player that came with the car, it won't play MP3's as this is newer technology than 1991. Any music file with the CDA extension will work. These are much larger files and your CD will only hold about 15-20, whereas an MP3 CD can hold a couple hundred.
