You still need a key to enter a smart or hybrid car. What you do not need to start the engine in the same way as for a petrol or diesel engine. What you will need to do is enable the power on button in a smart car with the key to start the electric motor in the smart car.

You could try turning your steering wheel both directions to release pressure then turn.
Starter, battery, battery connections, neutral switch,
suspect bad fuel filter first, then fuel pump, alternator or battery, ignition module...
With the cylinder removed there is no easy way to turn the switch it would normally operate to the "off" position.
IGNITION SWITCH, UR RADIO'S SECONDARY POWER COMES FROM THE IGNITION SWITCH SO WHEN U TURN YOUR CAR OFF THE RADIO AND OTHER ACCESSORIES TURN OFF AS WELL.
The neutral safety switch could be bad or the ignition switch is bad .
The ignition cylinder is the part you turn your key in to start the car, this is in its housing.

You can't get a locked ignition out of a 1992 Lincoln Town Car. Turn the ignition on to take it out
