Why would 2001 Grand Cherokee fuel tank leak only when topped off?

I work at a car dealership and about 99% of the time, the neck that contacts to the tank to the part where you take the gas cap off, will be loose and well telt just enough for the gas to spill out. Just adjust the neck and the tighten the bolts. That should fix the problem.
