Jesus reached out with God's love to those who needed or wanted God's love, even to those who didn't know they needed it.
Yes, outcast were followers of Jesus beacuse Jesus helped the outcast alot therefore they followerd in his foot steps to learn more about him. Outcast made Jesus be seen in the world. They fought againest the Romans to show that Jesus was a good man but they refused to listen and persecuted the outcasts. After Jesus death all had changed although after the Romans had crucified Jesus he has become the most popular man on Earth where people worship and love him!
