Bad regulator
The headlights go up and down when you turn the headlights on. If they are not going up or down they may be disconnected from the motor. You would have to take the headlights out to see if they are disconnected or not.

the motor is going out and needs to be replaced. Same thing happened on my 93 explorer.

If you are driving a loaded tractor trailer, you would downshift to gain more power when going up hill and downshift to control speed when going down hill.
Depends.. Are you driving it down the road? Or working on it on a hot summer day and nothing is going right? It's relative.
