God tells them to defend themselves, and fight for what is right if needed. Therefore, they will not start a fight for no good reason, but they will kill if they must, to defend themselves, other innocent people, or the the freedom to do God's will.
They are directed not to murder (see the sixth commandment) but the aforementioned situations are not premeditated, hateful murder.

Good question. Killing is not wrong. Killing without justification is perhaps wrong. Any government has a duty to protect its citizens. That duty often is onerous. Decisions have to be made. Some of which we may all not agree with. A decision was made, by duly appointed people, that killing Osama bin Laden would be for the common good. It was therefore carried out by the will of the people. It may have been wrong to do so.
