Combs and wattles have two functions. They are used to cool the chickens body. Birds don't sweat like mammals and blood is circulated through the comb and wattle to be cooled by convection ( like a radiator).
Combs and wattles also indicate health and mating suitability to the opposite gender.
Blood circulates close to the surface of these appendages. The act like mini radiators to transfer heat away from the bird since birds do not sweat like most mammals.
Chickens don't use combs d0uchebag.
because it's shaped like a comb
its a comb.

Combs are not just decorations on a chicken head. The comb of a chicken (both male and female) combined with the wattle to help cool the chicken down in hot conditions. Blood circulated through these two fleshy areas is exposed to air and cools as it travels through.
The fleshy growth on top of a rooster's head, known as the comb, is used to attract hens. Hens are attracted to roosters with big, bright combs.
It is called the Comb.

Several breeds sport a feathered head rather than a comb. Polish hens, Silkies and Crevecouer breeds are among those with feathered heads.
The red "skin" on a rooster is called the comb and wattle. The comb is the fatty loose "decoration" on the roosters head and is used for both cooling the rooster when it is hot and for attracting a mate. There are eight distinct varieties of combs on chickens and roosters. These are the varieties recognized by breeders, Buttercup, Cushion, Pea, Rose, Silkis, Single, Strawberry and V-shaped. The wattle is made of the same material, hangs under the neck and does the same job as the comb…it is the area of the chicken where the blood comes closest to the surface of the skin and allows air to cool the blood running through it.
When chickens grow up, the roosters often develop the red comb and wattle, and denser feathers, before hens. Fully-grown roosters are usually larger than the hens. They have a leaner, less 'dumpy' shape, and their tail feathers are much larger and curve out. They often have a larger, brighter comb and wattle. They also strut around, crow, and if run with hens will attempt to mount them.
Are you sure the others are hens? Usually the cockerels wattle and comb grows in much quicker than the hens but hens of the same breed and brood usually grow at the same rate. The hen you are comparing it to may be a late hatch chick and is less healthy.
That person probably needs a haircut and a comb.
A cockscomb, cock's-comb, or (less commonly) coxcomb is a fleshy growth, caruncle, or crest on the top of the head of many gallinaceous birds, notably turkeys, pheasants, and domestic chickens. It is generally larger on males than on females. The crest is a prominent feature exhibited by several bird and dinosaur species on their heads.
