It is a sort of pecking order in the cowboy society. Each cowboy is trying to "one up" the next (show bravado) to show that he's the biggest, baddest cowboy out there.

A drugstore cowboy is a person who poses as a cowboy. One who dresses in fancy cleaned and pressed cowboy clothes, typical dude dress, but does not intend to be or do the work of a cowboy. He dresses just for show. I assume a drugstore cowgirl would be a female version of the same sort of thing.
Cowboy Bebop
If you are just riding then: a crop, jodhpurs, riding hat, boots and chaps or wellies but if you own a horse you will need this plus saddle, bridle, grooming kit etc. If you ride western, you can use any kind of shirt for lessons, blue jeans, boots with a small heel, spurs if you think you need them, and a helmet may be worn, or just a cap, cowboy hat, or no head gear at all. Ina show you would need a fancier shirt, some chaps and you would need a cowboy hat.
