bcuz it would not be fun or energetic (by john) I don't get the question. Joggers need and develop cardiovascular fitness. They don't need muscle injuries.
Because if you have a high cardiovascular fitness level, your lungs and arteries can extract and transport inhaled oxygen particles to your muscles. Whereas if you have a low cv fitness level, or have a high body fat percentage, less oxygen gets to the muscles, thus making them feel tired. Hope this helped:)
