Mothers do allow other people in some circumstances to chastise their children; sometimes there are people who take on a parental role while the actual parents are not there. However, this is not something that just anybody is welcome to do. Parents want to remain in control of their children's upbringing. Children have to conform to their parents' wishes, not to the wishes of anybody who might want to express an opinion.
