Why would both turn signals go on in the back when only the left one is activated in a 1998 Ford Taurus?

The emergency flashers are "ON". The two wires that feed the lights are shorted together. Check the front turn signals also for both being "ON"

I would have said yes, but I did a search at RockAuto.com and the Motorcraft part numbers are different between the 1998 & 1999 model years. That reference would sure seem to indicate the interchangeability is not good.
