The bulbs are burnt out.
check the brake light switch that is on top of your brake pedal under the dash, could be out of adjustment or bad.
there was a recall on the brake light switch you might want to check into that

No brake lights but turn signals work? Turn signal switch brakes route through it.

this tells you is a simple wiring problem.most likely a loose wire from the third light to the other lights.(third lights provides the power to the other lights)
First thing I'd check would be the fuse for the stop lights. If it is okay the next thing I'd check would be the stoplight switch located under the dash where the brake pedal is suspended.
Bad socket? Bad ground? Problem in steering column switch?
I'm not exactly sure which fuse it is, but it doesn't sound like a fuse to me. I would check the switch on the pedal, just simply short acrost it from terminal to terminal with a screwdriver, if the brake lights come on, the switch on the pedal is bad, if they don't then it probably is a fuse.
I would first check your brake light switch which is attached to your brake pedal under the dash. Since you can turn off the lights by pushing the pedal it is possible the switch is bad. They are around $10.00.I hope this helps you. Mark
