The Dirt Devil replacement filter isn't a HEPA filter and as such isn't a good fit for people with allergies.

A dirt bike uses a foam filter (some filters have a second coarse outer layer) over a plastic frame. The plastic frame keeps the filter stretched tight around the air intake for the carb. The foam filter is oiled lightly and dirt and particles stick to the oil on the outside of the filter.
It more than likely does not have one. Rarely does a dirt bike have an oil filter. Your owner's manual will list the location if it has one.

At the top of the filter is a rubber seal. Sometimes when you remove the old filter that rubber seal stays in place and when you screw the new filter on the oil will spew out between the two seals. So take the filter off and check for the old seal. If that is not the problem you may have cross threaded the new filter or tried to tighten it too much and rolled that seal over. It needs to be tight but not torqued down.
