A wire or component in the ecm1 circuit is shorting to ground.
One of the gauges or wiring has shorted to ground.

"The 15 amp fuse" does not describe the circuit that the fuse is protecting. A fuse is there to protect the wiring in case a device fails. For example, if the fuse is protecting the fuel pump circuit, it's probable that the fuel pump has failed and is drawing too much current. That would be the circumstance with whatever circuit the fuse is protecting; there is either a damaged wire and it is making contact with the frame.

In the fuse box. Need to know what year S10 you have to help you further. On my 93 S10 the interior lights are (ready 4 this? :) on the fuse marked "HORN". No wonder they went bankrupt!

Found the problem to be that one of the fuel injector positive leads in the TBI was pinched by the metal cover under the air cleaner when it was tighten down. This caused a direct short to ground.
