Good question. You may have an antilock brake circuit that is not sensing the brakes correctly and improperly correcting. Anti lock pulses the brakes when you apply them. I don't know if this is perfected or not.

Yes a DIY'er can replace pads on cars that have anti lock brakes, the pads have nothing to do with operating mechanisms of the anti lock system. good luck.
The driver would need to step on the brake pedal when braking a vehicle equipped with anti-lock brakes. FYI, the driver would also need to step on the brake pedal when braking a vehicle that is NOT equipped with anti-lock brakes. Hope this helps.
