The soil quality on the tundra is marginal to very poor, plus the topsoil is a very thin layer, not nearly enough for growing crops on. Also, the permafrost tends to be very close to the surface and tends to stay all year round, not coming and going like it would in the boreal and aspen-boreal transition zones. Plus it is quite cold there all year round, never getting above 20 degrees Celsius in the summer for a long period of time.
