It is obvious that a tire out of balance or alignment is not the problem. Bent wheel, defective tire, loose or worn steering or suspension parts, worn or loose wheel bearing, is your problem. Take it to another place other than where you have been going and have everything inspected.
Check lug nuts and studs.
Check brake rotors if problem is worse when braking.
Tires need to be balanced and re-aligned
Possibly your wheels need to be aligned or your tires need to be balanced. REPLACE THE STEERING DAMPER
Check the motor mounts as you may have one broken.
The braking problem is almost certainly a disk brake rotor. The vibration could be a faulty tire, a bent or damaged "half shaft" or an out of balance tire. Front end vibration is not caused by an alignment problem, but can be accentuated by worn suspension or steering components.
You may have a damaged belt inside one of the front tires. Try moving the front tires to the rear and the rears to the front and see if the problem follows the tires.
Have the front end aligned.
Well, there's balanced, then there's BALANCED...Who did the balancing? If it wasn't someone who knows what they're doing, they aren't really balanced.Also, the tires need to be checked to see if one of them has a manufacturing defect. Move the front tires to the rear and rear's to front... see if the vibration follows.And you need to make sure the wheel isn't bent.
Take it back to the alignment shop and they should re-do it for free. If you paid for it, your steering wheel should be straight.
A possibility is that you have an alignment problem. Check to see if your wheels need to be aligned and balanced.
If tyre is perfectly balanced and aligned then approx. life span is 45000 to 50000 kms.

To change a steering wheel a person needs a steering wheel puller to get the old one off. Once it is off, replace it with the new one, which will go on easily when aligned correctly.
