Someone usually resorts to drugs when they are feeling depressed, or possibly stressed out. This may temporarily relieve stress, depression, but you should not get into the habbit of taking "bad" drugs. For the young, many do it for the additional buzz on a night out or to fit in with others!

Sounds like issues with drugs would be someones reasonings for not liking drugs or like people taking drugs whereas drug problems would be someone battling addiction of drugs.

Why would they be? If someone is arrested with illegal drugs traceable to a specific doctor, the doctor would probably eventually find out about it, most likely when the police come to arrest them for overprescribing.
I would go with someone who is addicted to drugs.
This would be someone who does occasionally take drugs socially, but someone who does not do this on a regular basis and someone who is not dependent on or addicted to any drugs. The problem, is that many drugs are addictive and an occasional drug user can very easily and quickly become a drug addict.
If you have had a relationship with someone on drugs after an overdose, seek medical attention.

All pills are considered drugs. There are over-the-counter drugs that anyone can buy and there are drugs that you have to have a prescription from a doctor to get. Usually when someone speaks of taking drugs it is medication that is not prescribed to them.
It is a moot question. Saying it any way you like is not going to stop someone from doing them.
