Maybe they don't have enough money to give the dog shots or feed it food. Maybe they really want to keep it but it just isn't working out. There are many reasons for people to give up their dog, as sad as it may seem.
Why would you even want to give that to your dog? Do NOT give it to your dog. If you think your dog is ill or possibly has diabetes, take your dog to your Veterinarian for a check up.
Well, judging on the conditions the dog was in when they gave it to you, I suggest that you do not give it back. If they are irresponsible enough to keep a dog that way, then giving it to someone because they didn't want to be the responsible ones to take the time to clean it up, I say there is absolutely no reason to give it back.

The dog would bark because it feels a change on it's leash. Considering that the leash is on it's neck. To stop it I would recommend that you practice with some friends. What you would do is walk the dog and have a friend walk up and you stop and if he barks you say no. If he doesn't bark then you give him a treat.
I'm not sure what to give it but you could try heating up his food in a pan to get its scents out. I saw that on a dog show one time.

Retrieving is a hard thing to teach a dog. If you are working on that you definitely want to break it down into steps such as picking up the ball, bringing the ball back (it helps to have a leash for this), and dropping the ball. Most dogs won't drop a ball unless there is a reason for them to do so. Think about it, would you want to give someone your cool new toy in exchange for nothing? Often times if you offer a dog a treat in exchange for the ball he will give up the ball. I would suggest using a good treat such as a bit of cheese, peanut butter, hot dogs bits, or small pieces of chicken. After a bit your dog should start to willing give up his ball. I would keep some treats in your pocket still, regular dog treats would do.
