Yes... the "Check Gauges" light will light.
In my 99 cavalier it means to look at gauges and check to make sure they are reading correctly. Mine goes on when I need fuel. Dummy light is what they are called.

I have a 2003 chevy cavalier instrument clusterpanel lights stay on with the car off and it crank up and run fine but none of the gauges work after i put a new battery

The speed sensor for a 1999 Chevrolet Cavalier is located on the side of the transmission. It has two wires coming out of it.
It depends on what is causing it. This light usually comes on when the car dies, the oil pressure goes to zero, the water temp goes into the red zone, or the volt gauge goes to high or low. One of your gauges should be inoperative or showing an incorrect reading, or you have a problem with the engine for this light to be coming on.
It means that the hydraulics which operate your fuel and temperature gauges may be leaking or damaged. One or more of the gauges is out of the normal operating range when engine is running. It could be the oil pressure gauge is reading to low, the temperature gauge is reading to high or the voltmeter is reading to low so, check the gauges.
